Amber is right, but there is more to it.
Yes, a nursing program is very expensive, colleges do not have the funds to increase space for nurses. The faculty shortage will continue to increase as the average age of nursing faculty mirrors that of nurses in our hospitals- avg. 46 years old. The pay that a nurse receives as a faculty member, after obtaining an expensive Master's degree is still short of what she would make as a nurse working in the hospital setting. Washington needs to speed things up.

Schools would love to accept more students. There just aren't enough instructors or funding to accomodate the applicants.

My wife is a nurse. These shortages and concerns about staffing levels have been common for a long time. One of the odd things about the shortage of nurses is that even though there is a tremendous demand for nurses, there are not many spots available in nursing schools. You would think that nursing schools would just increase enrollments to accommodate all the people that want nursing degrees.
